The black Samsung travel adapter has no problem charging phones at nearly 5V 500mA via USB cable. The same cannot be said of the white one which I've taken apart. It refused to charge phones at all and was only capable of powering a short strip of LEDs at about 150mA. Perhaps why the neighbours threw it out. I wonder which component(s) failed. I measure only 6k ohm resistance across the USB power rails, as if that means anything.
