And federation doesn't solve the problem. To avoid it we need a web with distributed sites, something like #ZeroNet. Preferably, #WebArchive equivalent should be inbuild into the protocol. However, the fact that "Internet never forgets" would be even stronger there, so people shouln't put there something they might want to delete in the future.
