Think again, however this works:

Set-DNSServerSetting $DNSServerSettings
So retreive the DnsServerSetting Class, change the ListeningIP and write the sh1te back works.

Turns out it is a #bug in #WindowsServer2022 . If this happens to you, don't panic (like I did) and just disable secure boot in the BIOS
