The has today suggested that we are entering a likely decade of economic stagnation which they say will require “a Herculean collective policy effort to restore growth in the next decade to the average of the previous one” if it is to be avoided....

Before the folk start with 'this is great', the problem is unplanned 'regrowth' will just see the poor (across the world) suffer & the rich, once again found ways to prosper.

Like , has been able to avoid levies for high-emissions that have been put in place in some sectors.

Now the is putting pressure on the International Maritime Organisation to develop a levy as a way of incentivising vessel owners away from polluting heavy fleets

For developing countries, who see such fleet upgrades as prohibitively expensive, this (again) looks like rich countries trying to get poor contries to pay for damage wrought by the rich!
