There are "standards" ; and there are "open standards": those one have specifications publicly available without restriction (no fees, no use limitations) =this definition is in a french law (article #4) since June 2004, https://www.legifrance.gouv.fr/jorf/id/JORFTEXT000000801164
And this open standard subject is a key feature for archives, interoperability or technical independance. #WorldStandardsDay #format
