I don't fully understand why those were required. Isn't that why TWRP was installed? /shrug

From what I've read, these are the high-level steps involved:
1. Unlock the bootloader.
2. Install a recovery image for Android-based devices, such as Team Win Recovery Project (TWRP).
3. Install the ROM (?)
