What's with the word 'actually' creeping into disability and accessibility language?

and are the main ones I've seen.

What does it mean?
Is it a calm 'yes I am disabled'? Is it an aggressive 'Yes I am disabled ACTUALLY'? Is it to differentiate disabled from ally? Is it a split within the disabled community by those who have an actual diagnoses? Is it a step back to the days when I had to justify my disabilities to prove I am disabled enough?

I'm confused.
