Clothing is speech. Adornment is speech. All visual elements of a human, the ones they control, are speech. One's outward appearance is the most profound statement most people ever make. It is the billboard of themselves that they own and control. They may want to speak very quietly. They may want to shout or sing out to express themselves. It is all speech, the whispers, the silences, the noise. First Amendment, people.
