But what followed, from the accounts of the family, local police and sarpanch—and the interpretation of India’s law for ‘disturbed areas’ by two retired generals—was a violation of that law and the army’s own procedures, as Abdul Rashid Dar became the latest of more than 8,000 Kashmiris to disappear since the 1990s.
