If one of those contractors notices an unexpected problem or an opportunity for improvement, there’s no plausible way to get that insight back to the client. They’re on a different continent, working for a different company, and the moment the arrangement becomes inconvenient, the client can scuttle the entire operation and bring in a replacement.
