In theory, it could mean "My house is building it", but not in practice, because that doesn't make sense (your house can't build something).

The FGB entry for "á" includes these two examples:

Bhí sé á dhíol go saor,
(i) he was selling it cheaply,
(ii) it was being sold cheaply.

Bhí siad á gceannach,
(i) they were buying them,
(ii) they were being bought.

A Duolingo exercise asked me to translate "My house is being built". My answer was "Tá mo theach á thógáil" which was marked correct, and was the 'main' correct answer.

Could this also be understood as "My house is building it"? Is the Irish ambiguous?

I'm asking because of constructions like "Tá mé á thógáil"- "I am building it".
