The time to "gradually shift away" and the time to merely "reduce" instead of ending dependence on fossil fuel – that tie was over a decade or 2 ago. By now, pulling the emergency break is required AND it is possible, as well.
The British did it 1939-56: they went on itemised rations and did triage in industry so that only basic needs and stuff relevant to the war effort was produced.
It took #Churchill 1 year and 39,000 new clerks to prepare this emergency break, this wartime economy.
