Miley! I think I finally have a consistent way to draw her.

She's taller than Haley and most of her height is actually in her tail. She's not fully grown but she won't be a very big dragon, probably not capping 4'11" when standing.

Miley is dragon-locked and cannot access her human chi, like is suspected with the Dark Dragon. She's a bastard child (literally) and was abandoned to the magical world by her confused human mother, who's memory was wiped shortly after.

She lives in the Magus Bazaar under the care of various magical creatures, but doesn't have one single place of residence. She's very bright and quick-witted, but also far to trusting of others.

The metal collar on her neck was placed there by someone, and she can't remove it.
