Back in the 80's I was working in an office building which had a heating system that was prone to failure, I was also one of the local trade union reps.
We frequently had walkouts when the heating failed to get to the specified temperature within the required time.
I'm not sure if/how the new would work for this type of dispute, especially if it occurred in one of the targeted employment areas.

Any thoughts or answers?
