Lawyers have at least 3 Cases pending in courts for abuse & torture of children while in the custody of Australian govs. It is not enough. Children under the age of 14 do not understand consequences & would not expect to be abused or tortured if they did. We need to raise the age of criminal responsibility.

In Australia, torture is used as a "teaching tool". It does not teach, it destroys. Some will become the thing they hate and then we continue to torture. The way to change is to change the "authorities" who are both the beginning and end.

We have a law
Where any act of State is inconsistent with an act of the Commonwealth, the Commonwealth prevails. (paraphrased, I'm not certain of the wording but the intent is correct)
Attorneys General have resisted the push to end the torture of kids in institutions for decades (see Amnesty Aus).
The introduction of a federal Human Rights Act (with all govs being subject to it) should require all governments to finally become humane.
