The core problem is that said resources are monetized.
Only IPv4 adresses are limited tho and the fact that the DoD has several /8's - one is already enough to give every enlited member, vehicle and weapon system a static public IPv4 - it's just extremely wasteful.
In fact, a huge warm asset of Apple is the fact that it owns a /8

Can I convince you or your colleagues to report on some really important and potentially very consequential Internet governance issues that have been going on? This really is kind of a big deal and almost no one is reporting on it. Boosts appreciated.
The Regional Internet Registries (#RIRs) such as #AFRINIC, #APNIC, and #RIPE, which among other things, manage the numbers (e.g., IP addresses) have quite literally been under attack at the governance level.
AFRINIC is currently in a very uncertain state and is probably the place you should start your research. Begin here and work your way backwards or forwards:

"One is the fact that [IPv4] demand is outstripping supply and price escalation is an inevitable consequence." It appears the supply of sellers is slowing, resulting in both higher prices and less liquidity.
I'm personally less concerned than Geoff about IPv4 "service cones" outside walled gardens, as IPv6 is so much less painful than behind-NAT content delivery over private IPv4.

@defaultvlan I learned by doing but there was no alternative when I started š Doyle's OSPF and IS-IS is a good book (might be dated if there hasn't been a new edition). Practical BGP by White et al is also very good. Some Internet Registries and Internet Exchange points have training, either tutorials or workshops. I have taught at the APNIC workshops which are typically in person but there is stuff on line at their academy web site. Also @wtremmel does stuff at DE-CIX.
