Listening to the reports of devastating rain in Kinshasa and wondering if we can develop technology to direct water from where it is a problem to where it is needed while it is in vapor form.

Create our own weather by moving water around in the sky and prevent both flooding and drought.

Otherwise, we have to develop strategies to move it around in liquid form on the ground.
