The #FCC has stopped even paying lip service to the notion that the airwaves are a public resource. If you need a proprietary device whose purpose is to control what you can do, a broadcast isn't "free" in any meaningful sense.
At the end of the day, pirates are gonna pirate. This isn't at all about piracy, and everyone knows it. It's about making it so inconvenient to receive "free" programming that people give up and pay. Honestly this makes me want to figure out how to pirate encrypted #ATSC 3.0 content myself and become an uploader for the first time.
