I'd ask them to explain it to me, and they would hand me their policy or SOP. I'd read the docs and ask them again to explain their methodology but they couldn't.
No point having policies if your staff don't understand them...

Therefore the above solution for Classifying #Software_as_Proprietary (SAP) by the #uspto_gov_office should also be *required to #VERIFY_CODE was not previously #STOLEN.
