Surely, the most effective way to improve password security and overall cybersecurity is through education and collaboration between companies, security experts, and the public.

Encouraging companies to prioritise and invest in strong password security measures, such as two-factor authentication, multi-factor authentication and password complexity requirements, can also help to mitigate risks.

Naming and shaming for password complexity (which is highly debatable most of the time anyway) could force the companies to go 'covert'... i.e., stop displaying requirements and just process server side, truncating, stripping and more without our knowledge.
