Security Groups are stateful for ICMP too and use a 3-tuple to track connections: Source IP, Destination IP and Identifier. The Identifier is the Sequence Number during an Echo Request. (The Echo Reply sends a packet back with the same Sequence Number and hence connection tracking is able to track that.)

ICMP type and code do not form a part of connection tracking. Echo Replies (different type than Request) would not even work if that were the case, plus it would be a security flaw.
