@justinling I'm sure monitoring bouys are strategically located worldwide by many countries wanting to spy on each other. As well there is satellite monitoring.

Of late the #Balllons origins are unknown per the US. The balloon and its takedown were obviously done for show as a public distrction courtesy of the US.
