In the year after the excavation, the density of active swimming animals, such as fish and shrimp, dropped by 43% in areas directly affected by sediment kicked up by mining, and by 56% in adjacent areas. The results show that effects are felt beyond the mining areas “by a pretty substantial amount”.

@adrake for sure, which gets at my point about there being no nuance in their interpretation of the phrase. It's just "ban all cars everywhere".

Maybe is short enough to get around this hurdle and still be useful. But in my experience, even when talking specifically about cities, rural people will still feel attacked.
