Seth holds that conscious beings of any kind are prediction machines: Consciousness arises when an organism needs to predict the state of the world alongside its own body's state to keep surviving. Prediction involves creating a sustained hallucination of the state of the world that constantly checked against that state.

His approach to explaining consciousness is to set his own research agenda, the "real problem", as a kind of engineering approach to explaining why consciousness might be useful to life. Instead of a theoretical approach like Integrated Information Theory or the Free Energy Principle. (He explains both of those reasonably well, too.)
