Bib Thieves - aka bandits are not "cool". They are a liability. Imagine being the Emergency Contact that gets a call their loved one has been rushed to the hospital, only to find out it was someone else wearing their bib number. (In the meantime, that individual would have been treated as if it was the real registrant... quite possibly catastrophically.)
