NPR: enables infrastructure to be upgraded to meet needs of the reality, but cities are using historical rainfall records to decide how much flooding to plan for.

NOAA is updating forecasts but is taking till 2026, too late for this spending.

What’s a city to do? Seems like they could build for lots more rain and flooding than in the past, who needs a specific forecast? Just look at CA from the past 2 weeks.
