ETA: It's back up!
I have an automated job that runs daily at noon to check my water usage on the #Boston Water and Sewer Commission (#BWSC) customer portal. It failed today, and when I tried to log in just now manually to find out why, I got this. It worked yesterday, so the portal has been down for between 8 and 32 hours. There's nothing on their Twitter feed about the outage.
I hope this is just a run-of-the-mill outage, but frankly I'm suspecting #ransomware. I hope I'm wrong.
