Yes, #carSchemes are indeed among those that use this #SCIC status and indeed it is asset-locking.
My #carScheme didn't face a takeover risk from China, just from.. the local government, which wanted to incorporate it into the local semipublic transport company.
That would have still removed the community driven aspect, and possibly lessened the #environmental commitments.
