This is "Harry' who I designed as a mascot for Flotilla 23-7 of the US Coast Guard Auxiliary.

As part of US Coastguard Division 23, Flotilla 23-7 is responsible for patrolling the Herring Bay area of the State of Maryland inside Chesapeake Bay.
