URLs can be as long as you want, they will never exceed 23 characters of your limit.

@jakcharlton Sometimes wish there were a bigger than 500-characters limit here on masto.ai!

Mastodon originally doesn't explicitly limit the size of posts to 500 characters, although in special cases it may make sense.
