Chill (original Pacesetter version; later editions are an embarrassing myth) is a "Horror RPG" to the same extent that The Quatermass Xperiment is a horror film, and that suits me just fine. Chill's overtly campy, often-formulaic approach to horror (Chill had an adventure anthology "hosted" by Elvira) reflects the Pacesetter aesthetic perfectly: it's all about the fun, and never much about the taking-seriously.
