Just recently, in early February, #Xi delivered a keynote address, which is a challenge to the #US and the #West. This note can be counted to be in conjunction with the current push for a "political solution to the #Ukraine crisis," as the state leadership calls the war. Xi's message: "Modernization equals Westernization" is a myth. There is "a Chinese solution to mankind's search for a better social system".

There are many indications that from Chinese side the pressure on Russian ruler Vladimir #Putin will not be remarkable. Rather, the Chinese move seems to be part of a larger plan aimed at strengthening #China's geopolitical position of power as a counter-model to the #Western world order. For this, as well, head of state and party leader #Xi Jinping requires help from his good friend Putin.

Chinese leadership never has condemned the war. Although Russian war of aggression against #Ukraine is not in #China's interest, the partnership with #Russia is without limits. Trade between the two countries has increased since the war began, to some extent because of Western #sanctions against Russia. China currently benefits from cheap gas and oil. Now allegations are raising that China could supply Russia with #weapons.

According to Angela #Stanzel from the Stiftung Wissenschaft und Politik (#SWP Berlin), this is the narrative that #China adopted from #Russia. "Namely that the #US is to blame for the security threat to Russia and that Russia therefore also has a right to defend its security, namely the invasion of #Ukraine."

The paper on #Ukraine contains a wording that forms the basis for an alliance between #Xi Jinping and Vladimir #Putin in terms of systemic competition. It states, for example, that the legitimate security interests of all states must be taken seriously. With this, #China is referring to #Russia's argument that it has to defend itself - against the #USA and against #NATO.

Also with regard to the #EU. On the one hand, it stands firmly on #Russia's side, while at the same time the Chinese government is also trying to establish good relations with European countries. #China's #economy is weak and the EU is an important market, also because the #US is increasingly turning its back on China with painful #sanctions.

The People's Republic of #China sees the democratically governed country of #Taiwan as part of its national territory and is striving for "#reunification", threatening military force. However, Taiwan has never been part of a People's Republic and is now a vibrant #Democracy.
The strategy behind this: The long-term #legitimization of one's own interests. So it seems to be a double game by the Chinese leadership.

Respect for the #sovereignty and territorial #integrity of all countries is mentioned first in the paper. From a #Russian and probably also a #Chinese point of view, this obviously does not apply to #Ukraine. "When #China writes something about territorial integrity and sovereignty in a peace plan like this, it's actually meant to protect its own case, namely #Taiwan," says Angela #Stanzel.

All parties should earnestly safeguard the existing world economic system and oppose the politicization, instrumentalization, and weaponization of the world economy. Jointly mitigate the spillover effects of the crisis, and prevent international energy, finance, grain trade, transportation and other cooperation from being disrupted and harming the recovery of the global economy.
All parties should implement the Black Sea grain transportation agreement signed by Russia, Turkey, Ukraine and the United Nations in a balanced, comprehensive and effective manner, and support the United Nations in playing an important role in this regard. The international food security cooperation initiative proposed by China provides a feasible solution to the global food crisis.
Nuclear weapons cannot be used, and nuclear war cannot be fought. The use or threat of use of nuclear weapons should be opposed. Prevent nuclear proliferation and avoid a nuclear crisis. We oppose the development and use of biological and chemical weapons by any country under any circumstances.
Oppose armed attacks on peaceful nuclear facilities such as nuclear power plants. We call on all parties to abide by nuclear safety conventions and other international laws, and resolutely avoid man-made nuclear accidents. Support the constructive role of the International Atomic Energy Agency in promoting the safety and security of peaceful nuclear facilities.
Parties to the conflict should strictly abide by international humanitarian law, refrain from attacking civilians and civilian facilities, protect women, children and other victims of the conflict, and respect the basic rights of prisoners of war. China supports the exchange of prisoners of war between Russia and Ukraine, and all parties should create more favorable conditions for this.
Increase humanitarian assistance to relevant areas, improve humanitarian conditions, provide fast, safe, and barrier-free humanitarian access, and prevent larger-scale humanitarian crises. Support the coordinating role of the United Nations in humanitarian assistance to conflict areas.
All measures that are conducive to alleviating humanitarian crises should be encouraged and supported. Humanitarian actions must abide by the principles of neutrality and impartiality, and prevent politicization of humanitarian issues. Effectively protect the safety of civilians and establish humanitarian corridors for the evacuation of civilians from war zones.
China is willing to continue to play a constructive role in this regard.
A country's security cannot be at the expense of other countries' security, and regional security cannot be guaranteed by strengthening or even expanding military blocs. The legitimate security interests and concerns of all countries should be taken seriously and properly addressed. Complex problems have no simple solutions.
All parties should jointly uphold the basic norms governing international relations and safeguard international fairness and justice. International law should be applied equally and uniformly, and double standards should not be adopted.
Recognized international laws, including the purposes and principles of the UN Charter, should be strictly observed, and the sovereignty, independence and territorial integrity of all countries should be effectively guaranteed. All countries are equal regardless of their size, strength, or wealth.
