I know I could be stepping into a well-known problem: maturity models that imply the need to get to the "final level" rather than be differing levels of investment (and it's okay to not "move on").

The effectiveness of nudges is being hotly debated as governments apply behavioral insights to #PublicPolicy. However, some have portrayed nudges as “psychological tricks” which is a misunderstanding of how they work & their potential. Multiply even small positive effects of low-cost nudges by millions of people, and there’s an easy case to make for the value of nudges that only change a small percentage of behavior.
