ARMORED VEHICLES END UP IN CIVILIAN HANDS

"Federal authorities have opened a broad investigation to learn how eight armored personnel carriers formerly owned by the Energy Department's nuclear weapons complex wound up in the hands of five private citizens in four states last year, senior DOE officials said.

"U.S. officials said they are exploring whether the Indiana man, Joseph F. McClain, might be part of a network of private citizens who abused a government practice of donating surplus military equipment to military-oriented private museums. The probe is being conducted in conjunction with the Defense Criminal Investigative Service, an arm of the Pentagon."
