This was issued from October 1911 by W.D. & H.O. Wills of Bristol, whose "Scissors" brand was sold in India, and also in other regions with British Garrisons.
This set is untitled but is generally known as "Beauties - Playing Card Inset". And the word "beauty" simply means that this lady is not identified on the card by name, as an actress would have been.
