Building these tools within UC would reduce the amount of different hands data passes through, would keep UC more accountable in some respects, and would give the UC community hands-on experience designing, building & maintaining these tools. Which is a great learning experience for students and a possible source of work/study jobs.

UC loves to use private vendors for things instead of using UC's prodigious resources to create publicly-owned tech. So we'd extend this question further than just Twitter and just cities.

Why does this matter? It pimps out the student body to the private sector, it increases student/employee vulnerability to data misuse, and it allows UC to be less-than-transparent to the public (by putting things on Box, Airtable, etc).
