(My idea: what if landlords were allowed to increase rent by an amount calculated to be about 80% of what the solar panels they install will save in electric bills without that counting as one of the rent increases that they can only do once a year or whatever? Renter saves the 20%, landlord claims the whole price as a tax offset and recovers the remaining expense over time, environment benefits; it’s a win-win-win.)
