1. Lift and shift is a particularly bad idea right now.
2. Your #1 guiding governance principle should be "services should cost as little as possible when not in use, preferably zero."
3. You can modernize your IT practices prior to using the Cloud. That might be your single best investment right now.

There is one architecture principle that will make more difference than any other as you rethink how you do IT in the cloud era.
It's the "scale to zero" principle.
Cost optimization after the fact is a complex challenge - often too complex to fully embrace after you are in the cloud. It should be the primary principle applied to every service prior to migration, refactoring or replatforming.
