Maine energy: Much delayed US-Canada hydro project gets go-ahead

"#Environmental groups also challenged the permits over concerns about the project's impact on #Maine's #NorthWoods.

"In November 2021, the state held a referendum on whether the project should be cancelled. More than 400,000 people showed up to vote - a huge turnout for a state with a population of 1.3 million.

"Last August, the state's Supreme Court weighed in on the case, ruling that the referendum could not be retroactively applied if CMP had vested rights, kicking it back to a lower court to determine the extent of those rights.

"Thursday's ruling sided with #CMP, who had already spent $450m on construction before the project was halted."

Pratique courante, la CMP a besoin d'un règlement !

➡️ De 1959 à 2000, 974 #CMP ont été convoquées sur un total de 3 483 lois promulguées : 28% des lois adoptées sur la période ont donné lieu à une CMP.

➡️ 58% de ces CMP ont donné lieu à un accord voté par les 2 chambres.

Initialement, c'était un contre-pouvoir utile. Les parlementaires y œuvraient à l'abri de l'exécutif, pour trouver des terrains d'entente.

Durant les précédentes #CMP sur un projet rectificatif de financement, on convoquait même les ministres pour les auditionner !

La #CMP est une bizarrerie parlementaire :

➡️ Régie par l'Art 45 de la Constitution qui ne précise ni son fonctionnement, ni sa composition. Les rédacteurs de la Constitution ont laissé aux deux assemblées la liberté d'organiser la CMP dans leurs propres règlements.
