Babies exhibit what is called 'proto language,' which enables semogenesis (realisation of meaning), and which in turn gives rise to what we are both, I think, describing as consciousness. For the example of non-verbal adults, there is a range of possible scenarios. Most of these include some kind of capacity for language.
