This was that #commencementorders were not yet in place for the legislation she was talking about. This means that though it is on the statute book it is not actually in force and will not be until it gets a commencement date or dates by statutory instrument.

At this stage it is thus wholly performative in character.

And of course some legislation gets repealed without ever commencing!
