I was correct that "Sea Monkeys" don't exist, they're #BrineShrimp, and that there was a #con involved.

He is just a typical con artist. That is a profession and vocation, like "scientist", "musician", "athlete", etc.
Con artists are defined by a life goal (scam everyone on sight) and a set of skills (lying, stealing, and avoiding consequences thereof) that take many years of practice to learn.
Would you call a scientist a "scientopath", a musician a "musicopath"?

And when they eventually realize that they were lied to, they will still view and treat him as an "ordinary" liar.
It is useless to argue with a con artist. He cannot be shamed or convinced to make good on his scams. Anything he might say should be ignored; it it will be just the lie that he finds most convenient for the occasion.

I view #Trump and #PhonyStark as con-men too, although their billions let them prosper in that "profession" even though their mastery of the two Skills is well below that of the two examples above.
