I'd offer grants & apprenticeships to encourage people to buy land & learn how to ecologically restore the landscape. 

#ecologists & #ConservationBiologists can monitor OPD progress.

OPD has already achieved it's outcomes. OPD needs scaling up using #CleanAir technologies.
