The term appears after that, but not exclusively for some time. I want to know if there was ever a discussion or a decision made to use Continental Congress or whether it just evolved. Did anyone ever question whether it was appropriate, given that not all of the continent of North America would be represented, especially given Spanish claims? I’m looking for help in pinpointing how the first Congress came to be called Continental. The earliest use I have found so far is the 1 August 1774 announcement by the three counties of Newcastle, Kent & Sussex about delegates to what the announcement called “a general continental congress” proposed for Philadelphia. (Journals of the Continental Congress, vol. 1.) The term appears after that, but not exclusively for some time. 1/2
