I disagree that they have nothing to lose; for one thing, there are #costs involved in making any sort of change, particularly at this scale. I don't see the government offering to pay Facebook and Google to un-do the changes brought in just to deal with C-18.

As for the bill not being in effect - it is, essentially, but the payment phase hasn't kicked in. Who are you to judge when is the appropriate time for FB/Google to come into compliance with #C18?
