The "cleanup" routines occur to quickly. For example the officers and associated equipment despawn way to quickly after a wanted level is cleared.

Another thing that the frustrates me is the NPC's are treated differently than the player when it comes to wanted levels and police response.

They should be bound to the same fundamentals and responses as the player for game symmetry.
