There are multiple people at it's Luxembourg regular, #CSSF, employed solely to enforce #EU bank customers' rights and handle complaints.
In fact the #CSSF [Luxembourg's Financial Regulator] had to hire extra staff only to handle complaints re: #PayPal...
So if #PayPal refuses to handle your complaint within 30 days only then can you escalate to them.
