Considering that last version dates May 2006, that base application (xChat) is long ago forked, I don't think anybody uses it today. Also, IRC was never platform of choice for hams...
From my side, I'll gladly send to you patched source to compile cwirc for hexchat. even though changes are trivial :) F8EJF as original author gave as pretty good code !
