If you are trying to do algorithm development, over time we've released details on some core algorithms intel groups need. These papers are not for the faint of heart lol. But there is a ton of research in the background that you can largely pick up and use. This one is on reputation. TLDR; there is a lot of talk of reputation, e.g. TLD reputation, and many ways to approach it. This algorithm is statistically optimal.
