The train on which my friend is arriving is delayed 32 minutes. That's sufficient for the larger Delay-Repay partial refund—if we have an extra 45 minutes to fill in the online form. (Talk about intentional design for difficulty!)
Today's excuse is new to me: a problem with overhead wiring.

Airport chaos dragged into a second day in the U.S. Thursday, with hundreds of flights canceled or delayed as a federal pilot-alert system recovered from a shutdown.
